From 1995 to 2004, the United States Mint imposed a mintage cap on the Proof Silver Eagle, responding to fluctuating demand. However, in 2005, the Mint lifted these restrictions after a decade, allowing for more flexible production.

On the reverse, John Mercanti refined the heraldic eagle design for this coin series. The eagle holds arrows in one talon and an olive branch in the other, positioned behind the national shield.
